92 SE-R Driving Lights

Mine don't work. Green light inside works fine, lights don't. Any ideals?

Changed bulbs, they are good. Fuse is good. Gett a little voltage at bulb connection. Heard something about some contacts that need to be cleaned. Not sure where they are though.
