94 grand am over heating

I have a 94 grandam that keeps overheating but the water in the holding tank is cold. The temp shows to be over 220 yet there is no heat from the heater. The thermostat, water pump, heater core, heads are all new. what could be wrong? Help

That is the way we did it. Is it possible that the head gasket is on wrong?

head haskets usually are marked front or this side up. putting them on backward would cut down on flow.
