My mechanic discovered the black steel mesh screen between the throttle body butteerfly & rubber inlet snorkle is missing. Not sure who removed it , why or when ! Should I buy another one ?

Harry, It sounds as if that may be the air inlet screen, some call it the MAF screen. Not sure it's all that critical to have in place or whether or not it matters. I've heard some remove that screen to increase air flow.
