No. That is purely a wet road rating: (From TireRack.com)
-------------------- Traction Grades UTQG Traction Grades are based on the tire's straight line wet coefficient of traction as the tire skids across the specified test surfaces. The UTQG traction test does not evaluate dry braking, dry cornering, wet cornering, or high speed hydroplaning resistance.
----------------------------- Only the presence of the snowflake assures snow/ice performance.
The presence of the M+S rating also *DOES NOT* assure snow/ice performance, as it does not require a tread designed for snow/ice, nor low-temperature performance or the rubber.
