ChillyPenguin recomended cleaning the connectors insude the fan of a Metro 96.
The problem is, it'll only go on full, or off, the middle power setting doesn't work.
I've been trying to get the housing open, and get to the fan but can't do it.
Could anyone let me know how to get the housing open and access the fan. I've tried taking off the clips, but can't seem to get in it.

The 1996 metro should have an external resistor under a metal cowling riveted to the blower fan mounting plate
Yeah... I found it.
One guy said that his just needed cleaning, I'm going to try the same as mine's all rusted.
I found one on a car in my local junk yard, it came off with just a few hits with a chizell, not sure how I'm going to get it on my car thought, if I go back for it, I suppose I'll have to try and solder it on or screw it on, but it looks like it won't be too difficult.
Spoke to a guy who worked for Rover, who said they always had problems with them.

it wont need cleaning, it will need replacing, inside is a resistor that reduces the voltage to the fan to operate slow speeds, it has obviously burnt out. regards. steve.
Job's a good 'un, just changed my resistor and full 3-speed fan is restored
Also a BIG tip, when you go to a scrap yard to get a new resistor, the 2 wires that go in to the motor unit itself simply pull out, so to save time simply disconnect the multiplug at the top of the motor and the aforementioned motor leads and the resistor, complete with wiring will plug straight in
