1980 Fiat Overheating

Ok,

My 80 Fiat 2000 has been overheating. I tested the thermostat and verified it opens at about 185 - 190 degrees. I then assumed it was the waterpump and replaced it. I installed a new thermostat to eliminate that as a cause. It continues to overheat. The lower radiator hose is not heating up when the engine gets to and exceeds operating tempurature. It seems like the coolant isn't moving through the engine. Any advice? Next steps?

If this is the original radiator, you may want to go ahead and pull the radiator and see if water flows freely through it and have it rodded out, or replaced depending on whether or not the tanks can be easily removed and replaced. Your symptoms suggest that the radiator is simply clogged with rust, scale, lime etc. and after 27 years that is not unusual.
