Can you see the dipstick tube where it enters the block??

Sometimes these have a shoulder swaged onto them (some cars, dont know about Jetta), and they are tapped into the block.

If it is like this, simply pulling on the tube is likely to get you nothing but a bent or broken tube. In those cases, you have to get under the shoulder and pry the tube out of the block, gently.

Others may have o-ring seals at the tube-block bore interface which control leaks, and then there is a separate flange welded to the tube which gives a bolting surface to some area of the block. In those cases, unbolt the flange and gently remove the tube.

As I said above, I have no idea if this is the way Jetta works, but have a look if you can get in there to see what is going on.

Not familiar with VW but one thing you can try is to find a bolt that fits snug inside the dipstick tube. Insert the bolt into the top of the dipstick tube. Grab the outside of the tube with vicegrips or suitable tool and wiggle and/ or tap dipstick tube out. The bolt just keeps the tube from being crushed so make sure it fits snug. If the tube is broken and you are trying to get out the remains you can cut it off flush with the block and use a hammer and punch to drive the rest of the tube into the oil pan. It will just sit in the bottom of the oil pan or you may be able to remove it with a magnet through the oil drain plug hole.
