Cavalier muffler hanger

I have a '99 Cavalier. It has one of those wrap-around muffler hangers, which had rotted out. The replacement has a bent tang on the lower side of the strap.

It sort of looks like this tang is supposed to butt against the flat on the upper side of the strap, and limit how far you can tighten the clamp. In this case, it slips past, rather than butting. Is it supposed to? I can put a spacer in, if that's what it needs. It's such an odd thing - like, if they wanted it to butt, why not just make it so it did?

After market hangers are not made to fit the OEM muffler. I just replaced the one on my 96 and the best one I found was three inches short. No problem, I just installed a four inch bolt. Interesting the made the exhaust last but the hangers rust out......
