listening yes, understanding no. e-code headlights? please explain.

European beam pattern headlamps, which allow for a much sharper horizontal cut-off. We're seeing lights closer and closer to E-code here in the US, but they will never get there as long as the NHTSA refuses to update the antiquated US headlamp standard.
