HIR/IRC halogen lamps for cars?

Ok, so I understand that there's a government regulations restricting the allowable wattage for a lamp for headlamp us.



Since there's no scarcity of electricity on a vehicle, there's no technical reason that a setup using 200 watt lamp couldn't be designed (meaning heavy wires, adequate lens assembly, etc.), but they went with



3,000 lumen output HIDs to stay within the lamp power restriction.


So, do they make legal wattage 900x series lamps using the IRC(Infrared Reflective Coating) technology so it would allow them to make a photometric output as if an overwattage lamp was used?
