I'm wondering if anyone could recommend a product for removing minor surface scratches from a windshield. I saw a glass polishing kit on amazon; any thoughts on if that would be the way to go?

The old standby was to rub it with jeweler's rouge. And a lot of elbow grease.
"polishing windshield" is a good string to punch into your favorite search engine. You'll get a lot of pages with illustrated instructions, e.g.,

I'd try a cheap random-orbital sander and a buffing-pad attachment rather than a hand drill attachment, hoping for more even results. This can be successfully done on "muscle-draulic" too. Definitely wear safety glasses (as well as rubber gloves). You wouldn't want to get this (or, really, much of anything flung off by a power tool) in your eye.
When choosing products, make sure they're for polishing out scratches and sand pits (implication: you are removing a tiny depth of glass), not merely for removing tenacious road films from the top of the glass, a different problem. Abrasives for the former have to be a bit harder than glass. The latter are likely to be, and perhaps should be, softer than glass, which means they basically will not remove scratches or pits.
Read the instructions and ascend the learning curve slowly and thoughtfully,

Thanks Joe, I got a kit for hand drill since it wasn't very expensive. It helped, but was very time consuming, and didn't completely remove all of the scratches. I don't know what the vandals used, but it must have been something like sandpaper. I'm going to try a jeweler's rogue mix hand applied next. If I had an orbital sander I would try that.
