how often should they be changed, and what purpose do they serve?

the positive crankcase venilation valve should be changed as a tune up item..it vents the crank case and reduces moisture and condensation that can build up in the engine ...in colder climates an old or sticking pvc can freeze up and push the oil out of the engine through the dipstick tube or by pushing a seal out..this is very common dodge products..another problem that can arise from a poorly working pcv system is increased condensation in the oil and in some cases such as gm's quad 4 engine the oil pump can, over time become completely sumerged in water. this combined with sum zero temps can cause the pump to freeze and destroy the engine

Most manufacturers recommend inspection every 15,000 miles. They should be replaced when the internal mechanism is sticking (doesn't rattle when you shake it). How often they get clogged depends on the condition of the engine and other general maintenance practices.

The PVC valve controls the amount of crankcase vapors that are recirculated back into the intake manifold. If the PCV system is restricted you will eventually developed excessive sludge and deposits in the engine and may develop enough excessive crankcase pressure to blow out various seals and gaskets. If the PCV valve sticks open you will experience poor idle conditions and possible saturation of the air filter with oil.
