Not likely to happen that way. Most of us have training about how to get people out of the hybrids without much trouble. The biggest problem has been getting the manufacturers to issue a simple diagram showing the cable and battery locations. Ford was the first to issue one.

Are the batteries themselves a safety issue?

Not the batteries themselves since most of them are dry cell types or absorbed glass mat. They lock in the reactants. The problem is knowing where the power cables and controller circuits are so we can either shut them down or avoid cutting them and making sure that the charges are not being carried by the chassis. Not real fun to discover a high voltage DC charge on the body if your standing in a puddle.... Or cutting through a pillar and finding a power line.
Naa Gas and Diesel are easy to deal with, dump water and foam on them and they cannot ignite. The only time it is a real problem is in a wreck where it is on the ground since it makes it a bit slick until you dump some sand. The only vehicles I hate dealing with carry gasses like Hydrogen or Oxygen or Propane. Those are REAL fun.
