Is the small metal heel shaped device riveted to the lower throttle plate

Well, how's it running without it? If it's running OK then it's not needed.

It's not running. We haven't tried runing it without the broken part.

I believe the dea is to smooth out turbulent air as it enters but It looks to restrict the air entering. I have thought about removing them after a K&N filter charger upgrade to let even more air get in. Only thing it could do is... cause a slight bit of pinging on accelleration. I have seen this after the air horn silencer is removed from air filter boxes on some fords.
