rear glass scratch 95 Town Car

I scratched the outside surface of the rear glass, and it appears that there is a plastic layer on the outside of the glass--is this from the factory? It didn't take much to scratch it. Looks like only this layer got scratched. Is this so? How does one repair this? Thanks
