Where did GM hide it? Found the hazard flasher and horn relay, but not the turn signal flasher. There is something that looks like a transistor & heat sink on the passenger side of the steering column, what would that device be?

thats the one the hazard flasher
From the transistor and heat sink you found, look a little higher and towards the inboard, it's there clipped to the steering column support sheet metal.
