On Toyotas with electronically controlled transmissions (ECT) like the Cressida, the transmission's electronic control unit (ECU) is programmed to delay upshifts until the coolant reaches a certain temperature, IIRC around
70 degrees Fahrenheit (21 Celsius) to help the engine warm up more quickly and reduce emissions.If the coolant level is low or the thermostat is stuck open, the upshifts will be delayed even more.
