What is worse on a vehicle's suspension and steering, hitting a hole 4 inches deep or hitting a bump 4 inches high going about 40 MPH?

Is the bump a speed bump with a rounded edge or a 4" railroad tie, etc... If the bump is 25' long and gradually rises and then drops, then the hole is worse.
Probably the hole is worse either way because first it is a hole, then it is a bump to get out of the hole. ...Unless the hole is also 25' long and gradual.
