I cant seem to releave the tension from the drive belt that goes to the a/c compressor

It would help if you identified the year, model, and engine.

Look for an idler pulley or loosen the power steering pump or alternator.

Toyota has been the late comer when it comes to auto tensioners. You may have to loosen a pivot bolt and a lock nut on a long adjusting bolt before you can turn the adjusting bolt to change the tension. It's like the old days decades ago with this design.
