For some reason the headlights on our 99 sienna decided they want to stay on all of the time. The van is equipped with the daytime-running-light system. I have downloaded the schematics from alldata.com and techinfo.toyota.com. I have traced the problem back to a constant ground at pin 18 of the integration relay (orange connector). I am having a hard time figuring out what is happening from there. I am getting a constant voltage at pin 17, as expected. I am getting continuity from pins 19 and 16 when the light control switch is at head position, as expected. I am starting to think it is a bad integration relay but I am not sure.

Check for TSB's regarding Sienna headlights. I can't remember if it applies to your model year, but I seem to recall reading about a re-designed relay.
