I plugged in a fan and it worked about 3 seconds and stopped, and the lighter stopped working.

Fuses may be ok , But I wonder if they are tight / clean enough to pass the current required ? Can you try a volt meter to see if an actual voltage is present

The electrical connection points inside the socket frequently become corroded or "burned". It may be hard to get adequate contact when they are in this poor condition.
Use a VOM to be sure you have voltage up to this socket. If so, cleaning the internal contacts may be all you need to do.
Good adivice.
And to make sure there is continuity in the party you light the cigarette with. Or borrow one from another car.
