Trunk rattling

I had a lot of krunkling sounding rattling going on in the rear, and knew I had bad shocks, so I had them replaced. A few weeks later the noise came back, gettting worse all the time. I took a look in the trunk for anything loose, and noticed that there are two metal rods about 1/4" in diameter that cross the front of the trunk (toward the cockpit) at the top. There is a bracket at the center of the top there that looks like it should hold something, since it is unpainted in the center of the face around a hole. Similarly, the rods show wear marks where they pass by that bracket. Is there supposed to be some sort of clamp, or rubber grommet, etc., there?

And, just out of curiousity, is there any reason that would need to be removed to replace the rear shocks?
