I don't wish to purchase an expensive Toyota specific special tool indicated in my factory manual. What else can I use, and where can I find it cheaply? '90 3S-FE if it matters....

Factory tools usually just make it easier to do a certain job. You can usually improvise but without any specifics it'll be hard for anybody to answer.

The SST the manual refers to is a fuel pressure gauge set. So that is what you will need, whether it comes from toyota or not. Try northerntool.com
