On the Toyota's web site, they list the 4 Runner with the V-8 as 270HP. Is it the same 4.7 liter engine as the 2003? So how do they get the extra HP?

The new V8 has variable valve control.
They put VVTi on it (variable valve timing).
They did this to every vehicle that carries this engine, including the 4Runner, Tundra, Sequoia,etc.
They added VVTi (variable valve timing) to it. Toyota put it on every vehicle in their lineup that has the 4.7 liter V8 engine (4Runner, Tundra, Sequoia, etc).
