Under the plenum, above the starter on the passenger side of the engine mounted on the block. Major PITA to replace on your first try, but it gets easier.

Yep, remove the tire on the side and the access panel (4 - 10mm bolts) and its easier to access. Pulling the starter can give a bit more room as well.

I've also found that leaving the rear fuel line on until the filter has been removed and putting it back on before reinstalling the filter helps bigtime too. Remove the gas cap before starting and keep a can handy to catch the gas that is going to spill out. Definitely a tire off situation. It's a much less "Cirque de Soleil" event that way. Luckily, when I recently put a new starter on my wife's 22re I had a new fuel filter handy so I could do both at the same time.
