What are the two lines off the gas tank for? Not the high pressure lines. I had a leak and gas was leaking out.

1990 Toyota 4Runner, V6, 3.0, 5 speed, 4x4. Reason I asked question, I though these two lines, none high pressure were for gas fumes. However I had a gas leak from one. When I cut line and plugged one end off the gas tank, the other end of line poured gas out. I see that these two lines are getting very rusty and on my to do list, make with low preesure gas hose?

most likely bleed back lines from fuel rail, so pump can keep pumping....
