These folks told me that for all years 1995 and later, $10.00 will get you a temporary subscription that allows you to download everything for your vehicle.
AllData at your local libray is pretty good also.

Not free requires a subscription but does have Toyota Manuals Online in a searchable format.
NOTE: Cannot download a complete manual in a single file. Manuals are broken down into topical areas and are comprised of hundreds of individual files.
