on my 96 there is a small hole just above the back bumper that you stick the crank handle in that is stored with the jack, and you turn it to lower the tire.

course, that's all explained in the owners manual

How are you supposed to take the spare tire down? jj

Same with the 2002 Tacoma, so it must be a good system or owners would've bitched and Toyota would've changed it somehow.

Older ones used chain and newer ones cable --- both have to be lowered and greased every year or so if you live in a wet/snow-salt area. Best to do when you arenreally in need of the spare since some get rusted and take penetrating oil to loosen!

It's the same system that was on my '81 except they use a cable unstead of a chain now. Lower it and grease it every year or so if you live somewhere that they salt the roads.
