Looking at buying an '03 4Runner if I can find a super deal. Cars.com shows an $850 factory to dealer incentive on 4runners but I can't seem to verify this at any other auto websites. Anyone have any sources on the web for this information? I want to try to negotiate some of this incentive into my price if I can verify that it does indeed exist.

Depends where you live - some Toyota distributors have them available on the web others like SET and GST do not.

Incentives can vary from region to region...you can try something like Edmunds which will give you pricing based on your zip code, and therein might lie the answers to your question. Here in Northern California, there are no factory-to-dealer incentives on *any* Toyota model...
