How do I know if my 12V blue coil has the internal ballast resistor?
What will happen if I use it and it doesn't have the resistor?

You have to be careful as there is a version of the Blue coil w/out ballast.
No ballast will cause very high current, overheating and burning the points rapidly.

None of them actually have an internal ballast resistor. They are just wound with finer wire to increase the winding resistance. The effect is the same, however.
Just make sure that the coil you have has the right part # stamped on the bottom.
