Can a pre-1968 bumper be fitted to a 71 Super Beetle without too much modification? Will trunk and deck lid clear them? Are the brackets different as well? Any pointers to a web page or pictures with comparisons also appreciated.

I don't know of any.
Maybe you could make adapters from some sturdy metal, measure and bend carefully, drill holes so they can be bolted onto stock bolt holes on bumper & bracket.
