That's not unusual. Even Germany only tells you to have two mirrors, but doesn't specify which ones, so if you close the rear window you need a right-hand mirror. But am I understanding correctly that Florida requires no mirrors at all? Weird. Last country I heard that didn't do that was Sweden, and they changed that in the '70s I think.
