It won't come off. The car is a 1960 and yes I loosened the 2 lock nuts by turning them backwards. What could be holding the drum on? It seems to spin freely.

Try backing off the adjustment. Sometimes the old shoes cut into the drums, and keep them from slipping off over the shoes.

If it spins freely and the shoes aren't dragging to prevent it coming off, then one of the bearings (outer usually) is frozen to the spindle shaft. You can try a mallet on the back side of the drum edge or a big 3-arm puller. If neither of those budge it, heat the outer bearing inner race with a small propane torch to expand it slightly. Best if you do this with the puller applying tension. (As a precaution, have some fire extinguishing agent handy.)
