Can anyone tell me if my 79 Super Beetle fuel pump (Fuel Injected) should run even when the key is not in the ignition? If not, as I suspect, what could cause it to run? I have a much longer story (below) which you are welcome to read if you think it will help.

I bought this car a few months ago to replace one we had for many years. I had to replace the fuel pump once I found that the old one was underpumping. Recently when she drove to work and parked, everything was working fine. But when she returned to go home, it would crank but not start. I did a little testing and found there was no fuel pressure. So, we got it towed home. I disconnected the fuel pump after the pump but before the chassis line (there is a high pressure hose connecting the two). I tried to see how well the pump pumped but when I turned the car on at the ignition I realized the battery was dead. It would not take a charge so I bought a new one. Once in the car I connected the battery but did not put the key in the ignition. To my surprise a couple of gallons of fuel was on the garage floor in the few seconds it took me to look under the front of the car. So, I delicately removed the terminals from the posts of the battery and cleaned up the mess. I can hook it all back up but I am worried that the pump should not be running when there is no key in the ignition. Neither of the books I have tell me what I want to know so I am looking to the wisdom of the group and past experiences to help me out here.
