Normally its lack of refrigerant. If the compressor goes on and off shortly after you need a refill.

thanks for the info, when the car is stopped but engine idling, the compressor cuts in and out about every 5 seconds, with the aircon on,is that low refrigerant?
colin
yes, thats a normal sign of low refrigerant

I have the same issue with a '95. I hooked up a pressure guage and get reading of between 25 and 45 psi. What should it be with a full charge?
The pressure is regulated with a switch that turns the compressor on and off based on that pressure. The compressor is turned off at 25 psi, when the pressure to rises to 45 the compressor is switched back on. It doesn't matter how little refrigerant is present, as long as there's enough to start the compressor, this is how it will work, so you can't set the charge by this pressure. The fact that it's cycling quickly indicates a low charge, so adding some will make it better, but if you get too much in there, liquid can get into the compressor, ruining it. The only accurate way to fill the system is to take it all out and put in the correct weighed amount.
