I have been told that windshield wiper fluid used in winter should have anti-freeze in it. Is this true? If one uses regular fluid, how much anti-freeze should one add? I have anti-freeze that is not diluted and must have 50% water added to it

Just go to your local auto parts store and ask for windshield wiper fluid - it should be formulated for your area. Or, if you are not sure about the auto parts store just go to your local Volvo dealer. The dealer will be more expensive.
As others indicated do not try to formulate wiper fluid for winter at home. Radiator antifreeze is not designed for cleaning windshields.
the "off the shelf" window cleaning fluid we get in colorado has the sub zero feature...it states it right on the bottle.....around $1.50 - $3 per bottle...
Hopefully he didn't mix antifreeze with washer fluid. That blend would likely result in a streaked window with reduced visibility that could well be dangreous.
Assuming your windshield washer reservoir is pretty full and thus adding winter fluid won't make much difference, pour a bottle or two of Isopropyl alcohol in the reservoir to winterize your summer mixture. I've never tried it, but it should work.
The only concern I would have involves rubber components. If the mixture is too strong it could cause deterioration.
