Our old 1991 Golf had this problem when water entered the module that runs the wipers (damn leaky windshields)... 6 years later VW might have been using a similar style module in your 1997 Jetta (I wouldn't call it a relay, tho it looked like one, but there is more circuitry inside it) and it could possibly be damaged. It's a good first step to look for, before you start looking for wiring faults.
Bad Wiper Switch, Intermittent Wiper Relay, Wiper Motor or Wiring comes to mind as possible causes. A Bentley repair manual might give some troubleshooting help. ;-) later, dave Reminder........
