t-belt $25 tensioner pulley $55 AC belt $45 PS belt $15

So at our dealer the price would be $72 x 2.5 = $180 + parts($140) = $320 which is in the same park.

I received a quote for my local VW dealer to change my timing, > serpentine, & AC belt on my 1999 Jetta 2.0L for $310 USD. The price > includes parts & labor. I have little experience with repair work so > can someone tell me whether this is a fair quote or not?

Up here the dealer's hourly rate is $90. I'll let you do the math. ;-)
