setting the upper cam on an 81 diesel

is the a way to set the upper cam on an 81 rabbit diesel with out the special tool?

I'm just trying to help out someone with this info.

yes, just use a flat wrench to slide into the slot on the cam or flat piece of metal works well. Both should get you very close.
