Vanagon hesitation 88 Westfalia HELP!

OK so with regards to my Van (1988 Westfalia) I last left the hesitation problem to the updated MAF harness or cheaper fix... the capasitor fix which I did. As luck would have it.. I still have a hesitation from a stopped position hot or cold before the power band kicks in. I to date have replaced the plugs, fuel filter, and checked the cap, rotor and wires (looked good, cleaned the contacts on the cap and rotor and no arcing from the wires) I have also cleaned the intake, Maf, throttle plate and throttle body. Still not much of an improvement. I read all about 02 sensors online and started leaning toward that but its an expensive guess without ohming it out for response. As I see it, I next plan to eliminate the slight exaust leaks at the exaust joints (as noticed when it was cold and puffing out these joints) to eliminate the false reading to the O2 sensor( I think) and possibly "gut" the cat convertor (though I don't know it this will worsen the problen with exaust back pressure reading to the O2 sensor). And finally will consider replacing the O2 sensor if it solves this concern or helps the fuel economy.

Any suggestions or am I on the right track?

I did change the plugs as I thought about the arcing wires, but no difference. I looked at the engine idling and I thought it was missing so i had a friend check as I loaded it up and it seems stable. I cleaned up the emmissions system as a possible cause and now its a case of " If it aint broken ...don't fix it" because now since I've cleaned the ISV "Idle Stabilizer Valve" Its idles ok when cold but ...once warmed up seems to keep a steady idle of 20000 rpm??? Puzzeling?? I tend to think its related to the cleaning...which is why I asked if O2 sensor input was related? So now I have a van van that idles too high when up to temperature and I can't figure out why? I was trying to eliminate the possibilty of a false air reading from the O2 sensor but is that really the place to be starting???
