Whilst sitting at lights my punto will suddenly rev up for a few seconds then slowly drop back to idle speed. Any ideas??

Whilst sitting at lights my punto will suddenly rev up for a few seconds then slowly drop back to idle speed. Any ideas??
Take your foot off the accelerator ?
Or possibly the idle control valve a bit dirty/sticky. Sometimes squirting carb cleaner on it helps, but it may need removing and a good cleaning. ?
