If it's Permatex Rust Extender:
I can say authauratively: "It SUCKS!" I now use Plasti Kote Rust Converter, it comes in a black plastic bottle, and is a beige colored liquid, which requires brushing.
After trying most on the market, including SEM rust Mort, which works fairly well, I'm sold on the Plasti Kote. It even makes thick rust into a good primer coating, if applied in multiple coats, as per label directions.

OK I Think I know Permatex did not work for you . I will get some Plasti Kote Rust Converter I have small rusts spots, old rock hits and some rust around the fenders . They are not that bad . Thanks for the info Richard Brandstetter

Permatex used to be part of Loctite Corp. They were sold back in the late
90's and now are representing themselves as a manufacturer of the same quality products. This is not the case as most of the line is sourced through various other lesser known manufacturers. This could be the source of the quality problems with their products.I did get Plasti Kote Rust Converter It worked and had the S10 painted I looks good BUT when I pick it up there was a dent in the fender . they trey to tell me it was there when they got it . I did take photos before taking in and it go in today to be repaired at there cost. before I take in I will take more photos . I will post photo to my WebPages later this week Always take photos!!!!
