How can service bulletins help me, in regards when i take my vechile for repairs? If theres bulletin does it mean its problem for that specific model that should be fixed or what?

TSB's are more for techs than anything else, as they list common issues with vehicles, common customer complaints associated with that problem, and how to fix em.' They are also great for the DIY'er when trying to diagnose a problem. For the average Joe who pays someone else to do maintenance for them, they aren't much use.
Just because there is a bulletin doesn't mean it to be fixed, as some vehicles covered by the TSB might not have the problem to begin with. If it affected ALL vehciles it would likely be a recall.............
