What or how are "service bulletins" used, for example when I take my truck to get serviced, should I address an issue if a bulletin is out?

if it aint broke then don't fix it. just cause there is a bulletin doesn't mean your truck is going to be one of the effected ones. There is a such thing as over maintaining.
