Tamper proof mounting screws

I want to change out the turn signal swtich on my 1993 Voyager. Alldata says that I need to remove the *tamper proof" mounting screws.

I would imagine that this means a special tool to remove the screws. Where can I find this tool, and what would I to ask for?
