MIght your problem be similar to this previous post?
I'm assuming you haven't pulled the panel, inspected. Lube everything to hell and gone. Then see if replacement is necessary.

I finally *did* pull the panel. The regulator is toast. Motor works, gear seems OK but regulator is clearly fractured. Labor to replace is
138.00.
