94 F250 no crank

Sat unused in Phoenix, AZ for 2 years. Put in a new battery and have power to all lights, radio, etc. Hit the key and there is no crank and no dimming of the lights. Only a clicking of 2 relays labeled relay 1 and relay 2, located behind the power dist. box on the drivers fender. The voltage reading at the battery doesn't change from 13.48V. Is the starter relay located next to the battery? Please remind me of what terminals on it can be shorted to crank the starter. Any other ideas? Thanks in advance

Ya slide under the right side to the starter. Find the ignition connector to the solenoid and remove it. It has a squeeze lock to hold it on. Clean the spade connector and use pliers to gently close the female end on the wire to tighten it up a bit. Use silicon grease or something similar to prevent corrosion and reinstall it. Been bit by this one a couple of times.
