Uh, you don't ask, you just do it! Abandoned stores and parking lots are common in most places too... You can use a piece of chalk to mark (lightly) the wall if there are no 'natural' marks (like a block wall has) at the right height.
Yeah, the whole private property thing and vandals hanging out, and those kinds of things.
Here they only check imissions.
