Wheels from a 2004 Ranger will fit a 99 Ranger. I guarantee it.
The key items are
"bolt circle" 5 on 4.5" -- this is a common one; used to be the Ford and Chrysler "standard" . also Volvo/Studebaker/ Jaguar and a whole lot more
"center hole" -- it has to clear front hubs etc.
"offset" and width and diameter -- should be obvious
