windshield wiper trouble

1991 F150 wipers will not work on low or intermit they will work on high , but not very good . wiper motor an switch was changed . but nothing changed. is there a relay or something like that that i am missing. thanks for any help any one can offer.

there's a control module, don't know exact location on an F-series, on the Rangers its on the left side of steering column support under dash
